Mind It: Is it the Infrastracture Projects of DPWH?

Is the project worth using? The question that closed to our mind when COA released their report about Infrastructure Projects implemented by DPWH ROs and DEOs.

There are 41 projects costed ₱1.393 billion which found deficient by ₱42.262 million. By that, we do not know if it intentional to have a deficient or not. All projects was planned but how did it happened. 

Similarly, there are 44 projects costed ₱161.498 million which constructed in private lots without any document to support the turn over of such properties to the government. It is funny that DPWH did not get any document to prove that these private lots was turn over to the government. 

Digging more, there are around 90 projects were not utilized or fully utilized. This is what we are trying to point out. Those funds which allocated to those projects may have been used for other useful and urgently needed projects.

Some of those projects are already in the process of reconstruction or replacement. That is, the construction is not properly planned by DPWH. 

Futhermore, COA report shows that infrastructure projects of the agency in 2011 were overpriced by as much as P154.9 million. But DPWH Secretary Rogelio Singson said that he was not aware of that irregularities in 2011. How come that he did not know about that? It is his obligation to find out if there is some irregularities on their project.

On the other hand, As the World Bank’s regional chief economist Bert Hofman says that the government should work harder in funding projects — especially infrastructure projects — to eradicate poverty.

By that, infrastructure projects are really important, so we need to fund and implement it properly. But how can we trust if now it shows that there are problems and irregularities on DPWH.

Those funds being allocated to the infrastructure projects of DPWH was from the money of the tax payers. That is, we opt to know if those infrastructural projects are useful for all of us. 

As a final point, we do not need a just said "project", but we need a properly well-planned projects.
